Professor Wumi Iledare, NAEE President 2015 - 2017

Dr. Wumi Iledare, Chirota and Emmanuel Egbogah Distinguished Professor of Petroleum, EnergyEconomics Management and Strategy, is the Director of Emerald Energy Insititute, University of Port Harcourt, Nigera and Professor Emeritus in Petroleum Economics and Policy Research at the Center for Energy Studies, Louisiana State University, USA. Iledare is an expert in geopolitics of oil and gas resources and supply and upstream petroleum economics, management and strategy. He holds a B.Sc. degree in Petroleum Engineering with honors from the University of Ibadan, Nigeria; an M.S. in Energy Resources (technology, economics and policy) from University of Pittsburgh School of Engineering; and a Ph.D. in Mineral and Energy Resources with specailization in oil and gas economics from West Virginia University, College of Mineral and Energy Resources. Dr. Iledare began his career as a petroleum/reservoir engineer with Shell Petroleum Development Company (SPDC) in 1980 in Nigeria, and a reservoir/production engineer trainee with Mobil Producing Nigeria (MPN) in 1979. He worked briefly as an energy specialist with the California Energy Commission in the USA in 1990.

Dr. Iledare contributes to the training of undergraduate and graduate students and young professionals in petroleum economics worldwide. He serves as an adjunct or visiting professor of petroleum economics to several Universities in the USA, Asia, and Nigeria. As part of his effort to champion public education and applied research in petroleum economics and policy, Professor Iledare is the naissance instructor for the continuing education course for SPE Nigerian Council. In addition to teaching for SPE, he has also taught short courses on petroleum economics for preofessioanl organizations such as the AAPG affiliated Nigerian Association of Petroleum Explorationists (NAPE), the Nigerian Association for Energy Economics (NAEE), and many international consulting firms in Ghana, Brazil, Singapore, Peru, and Malaysia since 1999.

 He has organized several petroleum economics and management workshops on the impact of petroleum and energy policies on the oil and gas industry and national economies for legislators, managers, executive officers in and professional staff of the Federal Government of Nigeria and International Oil and Gas Companies as well as several emerging Indeginous Oil and Gas Operators in Nigeria since 2001. Iledare has also served as a consultant on international petroleum economics and policy research to the Nigerian National Petroleum Corporation and other agencies of the federal government in Nigeria; served as honorary adviser on oil and gas matters to the Minister of National Planning, Senator Mohammed Daggash, 2007-2008 and honorary consultant to the Special Adviser on petroleum matters, Dr. Emmanuel Egbogah, 2008-2010.

In addition to teaching and conducting public policy research on oil and gas economics and policy, Professor Iledare participates actively in petroleum and energy profesiional organizations. He is an Associate Editor of the SPE Economics and Management Journal since 2007 and a former editor of the USAEE Dialogue--a publication of the United States Association for Energy Economics, 2005-2007. He served previously as Director of the U.S. Petroleum Technology Transfer Council (PTTC) for the U.S. Gulf Coast Region, 2010-2014 and as the 2008 President of United States Association for Energy Economics (USAEE). Iledare is a Senior Fellow of USAEE and Chairman of the governing council and the 2014 President of the International Association for Energy Economics (IAEE). He is a founding advisor to and Distinquished Fellow of the Nigerian Association for Energy Economics – an IAEE affiliated organization, and the founding President of the Association of Nigerian Petroleum Professionals Abroad (ANPPA). Iledare received SPE regional award for distinguished contribution to petroleum engineering in the area of management and information, the SPE Nigeria Council Service and recognition awards for pioneering the SPE NAICE Pre Confernece Continuing Education Programme. He is married to Mrs Joyce Abike Iledare.

Engr. NEEKA B. JACOB Ph. D,NAEE 2015-2017 Secretary

Engr.Neeka Bragbara Jacob, Ph.D, R.Eng,MCSN, MNIM. Adjunct Professor of Petroleum Engineering.
Born on May 16, 1971 at Nyogor Lueku in Khana, Khalga Rivers State, I am a male citizen of Nigerian and Speaks English, Ogoni and Hausa languages. My background and skills in the industry, upstream, mid and downstream of the oil and gas, the university and the public service sectors will prove to be an effective match for the qualities needed.

I am a Fellow of the Chattered Institute of Administrators and Researchers of Nigeria. I hold B.Sc Ed in Environmental Chemistry, B.Eng. in Petroleum/Gas Engineering, PG. Dip ,M.Tech and Ph.D in Petrochemical Engineering, Visiting Reader in Petroleum Engineering and Adjunct Professor of Petroleum Engineering and hold another certificate in hydrocarbon fingerprinting.Worked in the industry; the National Fertilizer Company of Nigeria (NAFCON LTD) as process operator/engineer with capabilities and competences in process control, engineering design and corrosion auditing. As a consultant Engineer with Annoil Services Limited, I participated in flow assurance modeling and meter calibration in gas pipelines respectively along the Bomu Field.

Lectured in the University of Uyo, Akwa Ibom State and taught courses in chemical and petroleum engineering as follows: Plant Design; Process Optimization; Process Synthesis and Simulation; Natural Gas Processing, Drilling technology and Industrial Chemistry for Engineers. I have forty publications in learned journals both local and international and co-authored one text book, edited one and compiled and arranged six books in Oil and Gas. I have over twenty-five different trainings in ICT-based oil and gas exploration, production, safety as well as project management and administration in Nigeria and Overseas.

In the public sector, I have worked in the Research Department of the Ministry of Petroleum Resources (MPR), Senior Engineer on Gas pipeline design, Secretary Project Monitoring and Evaluation, Nigerian Representative at the Committee of Experts on Venezuelan Crude Oil production and Data Gap Analysis, Technical Assistant to the Permanent Secretary, Ministry of Petroleum Resources (MPR) and Secretary Gas Project Monitoring Team on the Trans-Nigeria Gas Pipeline Projects. COREN Registered and Professional Engineer, I hold membership of the Society of Petroleum Engineer, Nigerian Society of Engineers, Nigerian Association for Energy Economics, Research and Development Network and Chemical Society of Nigeria.

Present Head (Research and Documentation Department), Petroleum Technology Development Fund (PTDF), Administrative Secretary of Petroleum Technology Development Journal (PTDJ), an international journal of the Petroleum Technology Development Fund and Secretary Technical Committee on 1st International Conference on Petroleum Refining and Petrochemicals; Port Harcourt 2012. Mrs Priscillia Adamma Ekpe, NAEE 2015-2017 Treasurer
riscillia Adamma Ekpe is a graduate of Bachelor of Science in Economics from Nnamdi Azikiwe University, Awka. She received her Post Graduate Diploma in Banking and Finance in 2006 and a Masters in Business Administration (MBA) in 2008 from University of Abuja respectively. Mrs. Ekpe currently works at Petroleum Products Pricing Regulatory as Assistant Chief Economist.

Mrs Ekpe has passion for human capital development. She has being privately and officially involved in the planning of many conferences, workshops and seminars. She is a regular attendee of so many conferences both local and international including Nigeria Gas Association [NGA] conferences, Nigeria Economic Society conferences, Nigeria Association for Energy Economics [NAEE] conferences, International Association for Energy Economics [IAEE] Conferences, Oil Trading & Logistic [OTL] African Downstream Expo, Oil & Gas Stakeholders Conferences.

Mrs Ekpe served as secretary of one of the Seven Technical Teams of former Minister of Petroleum Resources Transformative initiative, in the promotion of natural gas resources for effective utilization in Nigeria. She is a regular contributor in work ethics and procedures in the monthly PPPRA newsletter.


Dr. Balkisu, NAEE 2015-2017 Legal Officer/ Editor
Current Affiliation: Dr Balkisu Saidu obtained her Bachelors in Law (LLB) from Usmanu Danfodiyo University Sokoto, Nigeria in 1998; was called to the Nigerian Bar as Barrister and Solicitor of the Supreme Court in 2000;
Education: Dr Balkisu Saidu obtained Masters in Petroleum Law and Policy from University of Dundee, Scotland, United Kingdom in 2005; and PHD/SJD in Energy Law and Policy from Keio University, Tokyo, Japan in 2012.

She is a Senior Lecturer in the Faculty of Law, Usmanu Danfodiyo University Sokoto, Nigeria and an Associate in the Law Firm of Umaru Shinkafi & Co., Sokoto, Nigeria. Her research interests include Energy Law, Jurisprudence, Human Rights Law and ICT Law. She is a Chevening and Monbukagakusho Scholar. Her hobbies include running and mountain climbing.

Engr. Emmanuel Omoniyi Falobi, NAEE 2015-2017 Ex Officio
is an AAPG-Division of Professional Affairs (DPA) Certified Petroleum Geologist and a COMEG-Registered Geoscientist. He holds a B.Sc (Hons) Geology degree (1980) and PGD (Petroleum Engineering) in 2002, respectively from the University of Ibadan, and also, an MBA (Finance & Accounting) in 1987, and M.Sc (Econs,) in 2009, from the University of Lagos. He has over 30 years of experience in upstream oil and gas exploration and production, including geophysics (2-D & 3-D seismic acquisition, processing and interpretation), sedimentology, AVO Analysis, petroleum basin systems analysis & sequence stratigraphy, petrophysics, subsurface reservoir geology, prospect evaluation, drilling operations, reservoir engineering, production engineering, field development planning, assets & portfolio management, engineering economics & investment decisions and cost engineering. He was Manager Planning (Economics & Decision Support), NNPC-NAPIMS, where he was responsible for the overall Project Economic Evaluation, Decision and Risk Analysis of the IOCs projects. He was also the Chairman of the Cash Call Management & NAPIMS Budgets and the Modified Carry Agreement arrangements in NAPIMS. His core competence also covers Energy Policy Modeling, Project Management, Strategic & Tactical Planning and Energy Policy matters of the Joint Venture and Production Sharing Contracts Partners.


He is currently a Consultant to PetroKnowledge Energy Consulting Services Ltd and Galaxy Petroleum Assets Management Coy, both of which he co-founded shortly after his disengagement from NNPC in 2004. He has authored and co-authored several papers in learned journals in the fields of engineering, geology and economics. He is an active member of IAEE and a founding member of its Nigerian Chapter, NAEE. He is also a member of the following professional associations: AAPG, SPE, NAPE, NMGS and PMI. He also belongs to the Ikoyi Club 1938.
